Can cottage lots rented from Parks Canada be purchased?

It’s possible—but not likely. Parks Canada offers land for sale at market value if it has no use for it, but lots near lock stations are usually not sold. Parks Canada wants to maintain control over how they are developed to ensure that whatever is built fits the overall ambience of the canal system, which is mostly rural and quaint.
